Quick Sync doesn't help rendering per se, because that is not encoding. That's why timeline operations are so fast once it has been rendered. Premiere is similar I don't know their internal render format, but when the timeline is rendered and turns green, those edit commands have been executed and stored as an efficient cached format. In FCPX by default that's ProRes 422, but you never see that because it's cached. Rendering is reading and executing the stored edit commands (cut, move, apply effect, etc) to produce a cached clip or timeline composed of an efficient format the NLE can rapidly handle. Rendering must happen before the encoding phase of export. Conceptually, exporting consists of two phases, rendering and encoding. Note: encoding is technically different from rendering, although we often loosely use "rendering" to mean both export and encoding. Some more info: Quick Sync can be used for both encoding or decoding. Same export with Quick Sync took 53 seconds.
